Peng-Hsu Chen, the lead designer of the winning work The Flow explains “The residential building located adjacent to the road was called Imperial Envoy Avenue where the US Ambassador's residence and American Embassy were located. The rhythm of the public facilities space design is based on the idea of water. As the metaphor of time and traffic creates the imagery of transparency and reflection of flow movement.
